Commissioners hear bond-project updates and approve up to $250,000 for thoroughfare plan update

Chris, a project manager with Freese and Nichols, updated the court on bond-program projects across Parker County, including I-20 frontage roads, FM-road improvements and intersection safety work. He said partnerships with the regional COG and TxDOT have increased the county's leverage beyond previously reported figures.
"A year ago when I presented, we were at $79,000,000," Chris said, noting that additional funds and partnerships have increased that total and that the county's $130,000,000 bond is being used to leverage state and federal matches. He reviewed the program's typical schedule constraints: right-of-way acquisitions, utility relocations and regulatory approvals.
The court then considered an update and contract for a thoroughfare-plan revision to align county and city planning, preserve future rights-of-way and enable corridor agreements with TxDOT. Chris said the update will be more data-driven than the previous mapping-focused plan; the services are capped at $250,000. Commissioners emphasized robust public engagement and town-hall meetings to ensure transparency on property impacts. The court approved the services agreement, and staff will proceed with public outreach and coordination with cities and stakeholders.
