Councilmembers at the work session asked staff to draft a transparent policy and procedural guidelines for volunteer-led special events that clarify who makes final decisions, how volunteers are selected, vendor and food-truck selection criteria, accountability and complaint/escalation mechanisms.
"That structure, that policy procedures needs to, I think, needs to be identified and so it's transparent," a councilmember said. Members emphasized the need for clearly defined boundaries and a mechanism for resolving disputes when volunteers and staff disagree. Staff agreed to draft the policy and bring it first to the ACE committee; once the committee reviews and refines it, staff will return the policy to the mayor and council for formal consideration.
The council did not adopt a policy at the work session; direction to staff was procedural and intended to reduce legal exposure and increase clarity for volunteers, committees and staff.
