Commission approves Luze & Sons expansion to 2,499-head Class A cattle feeding operation

The Brookings County Board of Adjustment on April 7 approved a conditional-use permit allowing Luze & Sons Cattle Feeders, LLC to expand a permitted Class B beef confined animal feeding operation to a Class A operation for up to 2,499 head of cattle.
Staff reported the applicant has an engineer’s report, a nutrient-management plan showing adequate acreage for manure application, required distance-separation waivers from adjoining landowners, and that the proposed building addition would not be in designated wellhead protection zones or the mapped floodplain. The expansion increases permitted capacity by 500 animal units from the original 1,999 head permitted in 2009.
Applicant Jordan Luze said the project would add two pens to the east side of an existing building. There were no proponents or opponents at the public hearing, board members had no follow-up questions, and findings of fact were completed and placed on file before the vote. The motion to approve passed unanimously (9–0).
The permit allows the expansion as described; the board did not attach additional conditions beyond those shown in staff materials and the required waivers.
