Ms. Holbrook made a motion to enter executive session and Mr. May seconded; the motion passed 6-0, according to the minutes. The minutes record that the board entered executive session at 1:45 p.m. "pursuant to Wyoming Statute 16-0-405(a)(ii) to discuss the hiring of an executive director, a personnel matter." The board came out of executive session at 2:30 p.m. and re-opened the meeting to the public.
After returning to the open meeting, Ms. Bess moved to adjourn; the minutes state the meeting adjourned at 2:30 p.m. The written minutes do not record a separate roll-call vote for the adjournment motion beyond the statement that the meeting adjourned.
