Council decides to fund Solid Waste salaries from General Fund for 2026

County Auditor Diana Topping explained that Commissioners had created fund 4013 for Solid Waste operations, but that fund was structured to exclude salaries because there was no guarantee sufficient balance would exist to cover payroll. She reported $400,000 was budgeted in the EDIT fund for recycling this year and that $150,000 was advertised in the General Fund to cover salaries.
"Council's consensus is to pay salaries out of the General Fund for 2026," Topping said. That position followed discussions with the Commissioners, County Attorney Kristi Fox and HR staff. The council recorded consensus to fund payroll from the General Fund while the county continues work on the new fund structure and operational budgeting for Solid Waste activities.
The minutes do not specify whether the General Fund line will be increased, how long this arrangement will continue, or how the county will transition salaries into fund 4013 once balances are assured.
