Floyd County approves EZHire recruitment service after Indeed limits free job postings

Michelle Portwood, Council HR Director, told the joint meeting that Indeed changed its rules on Jan. 1, 2026, limiting free job postings to three per month and leaving paid postings at $100 each after that. "Indeed changed their rules as of January 1, 2026. Only three jobs per month can be posted and will only stay posted for 30 days," Portwood said, noting that the county's HR recruitment needs exceeded that limit.
She recommended EZHire, a platform used by the county's payroll and HR vendor, which would distribute postings to roughly 20 other free sites. Portwood said the 2026 cost is $8,950 with an expected 2027 cost of around $3,500. The council agreed to fund the service at the March meeting, and the Commissioners approved the quoted purchase during the Feb. 24 session: Commissioner Jason Sharp moved and Commissioner Frank Loop seconded a motion to approve the quote, which passed unanimously.
The purchase aims to maintain the county's ability to advertise open county positions broadly without incurring per-posting fees on major job sites. Staff did not provide a procurement contract number or implementation timeline in the minutes.
