Committee approves zoning, manure and addressing ordinance amendments; solar bond review interval set

The Land Management Committee approved several ordinance revisions on March 13, including additions to the Buffalo County Comprehensive Zoning Ordinance, changes to the Manure Storage Ordinance, and amendments to the Uniform Addressing Ordinance. Motions to approve were moved by Joe Bragger and seconded by Gary Stanton and carried for the zoning and manure items. The Uniform Addressing amendment passed on a 5–1 vote with Gary Stanton recorded as the lone dissent.
Land Management Director Cale Severson summarized key changes. Among the zoning updates, the committee added language to include "data centers" in conditional-use industrial zoning and clarified that nonconforming lots are not buildable and are to be held for open-space use. The solar ordinance amendment adds language that the county will reassess the bond amount every five years (or sooner if deemed appropriate). Concerning manure storage, the Nutrient Management Plan due date was changed "from March 15th to April 15th following a WDNR standard," Mr. Severson said. The Uniform Addressing change removes an unenforced provision that any shared driveway over 200 feet would automatically become a private drive.
Committee members said the alterations align regulations with current practices and state standards; the addressing amendment drew a recorded dissent from Gary Stanton. The approved ordinance revisions will be implemented according to county procedures and reflected in the official Buffalo County ordinance text.
