Council rejects $3.2 million bond plan for county health building

Council members considered funding options for a new Floyd County Health and Human Services Building on Grant Line Road after a presentation that the architect, Tower Pinkster, estimated the project about $1 million below the low bids. Dr. Harris presented the cost analysis and noted the Health Department must vacate its current building by Sept. 30, 2026. Council member Denise Konkle moved to bond $3.2 million, reduce second-floor scope, delay exterior work and split roughly $600,000 between the Commissioners and Council, contingent on the Commissioners agreeing to pay half; Dale Bagshaw seconded the motion.
The motion failed 2-4. Council members Jim Freiberger, President Danny Short, Sam Sarkisian and Matt Millies opposed the bond proposal. The council requested the item be placed on the next Commissioners meeting and a joint meeting agenda for further consideration.
