Council asks staff to draft formal volunteer-led special-event policy to reduce confusion and protect volunteers

Councilmember Stacy said she wants a written policy so volunteers understand expectations, roles and where authority rests for special events such as Diwali, Lunar New Year or Juneteenth. "So long story short... I think they should be uniform across the board, whether it's Diwali or Lunar New Year or, Juneteenth," Stacy said, asking staff to create a policy to avoid bias or the appearance of bias and to preserve volunteer engagement.
Council members recounted instances in which unclear expectations had led to confusion and lost volunteers. Staff agreed to collect existing ACE committee materials, the minutes and any recommendations and to return with a draft policy that clarifies volunteer authority, staff responsibilities and event decision-making. Several council members urged distributing the draft to the full council for review before returning to a future work session.
