Director O'Connor said the contract with Kimley Horn and Associates would fund streetscape design elements envisioned in the town center master plan — street trees, brick pavers, benches, lighting, improved crosswalks — extending from City Hall to Johns Creek Parkway. The design work is intended to align aesthetics with the boardwalk project and the recent roundabout work.
Several council members used the discussion to revisit competing priorities for TSPLOST (transportation sales tax) funds. Councilmember Skinner argued that residents in the southern part of Johns Creek remain concerned about Nesbitt Ferry Road and urged shifting funds there; other members countered that the $153,000 is for a streetscape planning step and does not materially detract from the larger Nesbitt Ferry corridor funding. Participants referenced prior TSPLOST allocations and negotiations with the city of Roswell (ownership of much of the Nesbitt Ferry corridor). Staff clarified that $7 million has been set aside for the Nesbitt Ferry corridor in prior TSPLOST planning and that staff is in the right‑of‑way stage for the highest‑priority intersection improvement, but broader corridor work will require inter‑city coordination.
Councilmember Elwood moved to approve the engineering contract; Councilmember Coughlin seconded. The motion passed on a voice vote.
