Council approves Solid Waste funding and votes to bring employees under county payroll

County CFO Stan Heil told the council the requests were tied to integrating Solid Waste employees into the county payroll structure. The council approved the $61,000 operating package and approved the larger County General staffing appropriation on a 5-1 vote, with Commissioner Jim Freiberger recorded as opposing the staffing motion. Heil noted that money currently in the Solid Waste line in EDIT could be repurposed elsewhere if needed during the year. The staffing action also accompanied changes to job descriptions that HR later presented.
The vote signals a structural shift in how Solid Waste positions will be paid, including formal inclusion in the county salary ordinance via a subsequent amendment the council approved at the same meeting.
