Commissioner McCall, who presented the item, explained job descriptions are fundamental to fair performance evaluation and that many descriptions had not been updated since 2019. He said the change would require employees to receive and acknowledge updated job descriptions annually. Some commissioners questioned whether the requirement should instead be placed expressly in supervisors' job descriptions rather than the countywide policy manual; supporters said adding it to the manual memorializes the requirement and allows staff to develop a manager‑specific handbook later. The motion passed 3-2 with two precinct commissioners voting no.
The court directed staff to proceed with the policy manual amendment and consider a separate supervisors' guide in the future.
