Kendall County commissioners approved awarding RFQ 2026‑08 to Streamline Engineering LLC to provide engineering services for a flood‑warning siren and flood‑gauge system. The contract was approved for a fee not to exceed $546,965 with reimbursable expenses up to $3,000, and the motion passed 5-0.
Staff described the technical scope: hydrologic and hydraulic (H&H) modeling to establish trigger levels, placement and trigger heights for gauges, advanced flood forecasting to give emergency managers more lead time, siren evaluation for audibility coverage, and mapping updates required by the Texas Water Development Board. "The streamline would be preparing floodplain models... look at where the gauges need to go, what the gauge height needs to be set at to trigger the warning," staff said. Commissioners said the county's engineering team lacks the in‑house capacity and modeling tools to complete the work this year and supported contracting the technical scope.
The project is funded through a state award that supports siren installation; staff said engineering must be completed by year-end to meet mapping and program deadlines. The county will return to the court for contract execution and subsequent procurement on construction or equipment purchases as required.
