Horry County council gives first reading to Legends Drive special tax district ordinance; publishes special-election results

The chair opened a special meeting Aug. 6 and put Ordinance 85-20-24 on the record for its first reading. "This is the 1st reading to create the Special Tax District to be known as the Legends Drive Special Tax District to provide for the governance and operation of the district to provide for the maximum millage rate to be levied within the district and for other related matters," the chair said as the ordinance was read.
Council members then recorded a motion to proceed and the chair called the question; the motion passed unanimously. The council also approved Resolution R92-2024 to publish the results of the special election on the petition to create the Legends Drive Special Tax District; that measure likewise passed with all members voting in the affirmative.
The chair said the ordinance is set as a three-reading measure and that the special meeting had been scheduled to allow timely consideration and, if necessary, final action. The transcript records motions and unanimous voice votes but does not record an individual roll-call tally in the public transcript. The council did not discuss substantive changes to the ordinance text during this special meeting. The motions were recorded on the public record and will return for subsequent readings as required by county procedure.
