New clerk outlines plans for a centralized boards database and deputy onboarding

Amanda Morgan, newly sworn-in Clerk of the Cayuga County Legislature, told the Government Operations Committee she began transition work on Jan. 30, 2026, and identified Kristy Capone as the Deputy Clerk candidate to support the office. Morgan said she has begun reviewing existing workflows to identify opportunities for streamlining and improving internal efficiencies.
Morgan said she is collaborating with Kim Dygert in the county IT Department to develop a centralized Boards and Agencies database that will track board membership, term expirations and statutory requirements to improve recordkeeping and compliance. The project is intended to enhance transparency and long-term administrative continuity for county boards and agencies.
The committee received the update for oversight; no vote was taken on staffing or database expenditures during the meeting.
