Sheriff authorized to hire tenth road deputy immediately; council approves narrowed facilities appropriations and radio funding

Sheriff Jim Heflin asked the Blackford County Council to allow the tenth road deputy to begin work in 2024, saying internal transfers would cover wages through year-end. Council member Karen Mealy moved to permit the hire date "as early as September 5, 2024," Ryan Goodspeed seconded, and the motion passed 7to7.
Heflin also narrowed a previously larger LIT PS additional appropriation request, removing equipment, vehicle and some building repair requests and keeping plumbing, vents and carpet. The council approved plumbing ($49,718), VMI security grills ($29,462) and carpet ($22,853) from the transcript's recorded additional appropriations list. The minutes also record approval of LIT PSAP funding for radios at $128,727; the purchase of sheriffradios was discussed as a separate funding need.
