Council approves EOTC 2025 budget after questions on pay and transparency

The council approved the EOTC 2025 work plan and budget Nov. 19 after seeking clarifications about personnel costs and contingency items. County and EOTC representatives explained that a countywide placement and range study led to midyear salary adjustments and that higher health insurance costs also contributed to personnel expense increases.
John Peacock, county manager, and Linda Dupreece, regional transportation director, said the county’s pay philosophy and placement adjustments created a midyear bump for an EOTC position; the county absorbed those changes and the EOTC budget includes contingency to respond to emergent regional opportunities. Councilors pressed for more transparent line‑item reporting (including a $115,000 X Games grant allocation and a $200,000 bike‑ped planning line for the AABC) and requested a clearer IGA/governance conversation before scheduling the next joint meeting.
Several councilors said they support regional transit goals but want more frequent oversight and clearer linkage between expenditures and city benefits. The budget passed on a roll call after councilors indicated intent to revisit the governance and reporting structure in early 2025.
