Council adopts informational updates to short‑term rental guidance; data work session planned after renewals

The council unanimously adopted updates to the short‑term rental (STR) program guideline document on Nov. 19, a companion piece to the land‑use code intended as a user guide for permit applicants and licensees. Emmy Oliver, lodging and commercial program manager, told council the revisions are informational only and do not change policy.
"We are not proposing any policy changes whatsoever in these updates," Oliver said. Staff described additions to the guidelines that flesh out application and permit renewal steps, Munirevs software interaction, and organization of content to improve customer experience. The permit renewal window for current holders was noted to remain open through Jan. 14, 2025; staff plans a work session in Q1 after renewals close to present two full years of program data and discuss potential policy matters such as caps and enforcement.
Councilors asked staff to bring data on outstanding applicants by zone, violation statistics (locations, counts, license status), and an assessment of whether program goals—such as preserving housing for primary residents—are being met. Staff and council agreed to schedule a follow‑up work session with those materials.
