Animal-welfare advocates tell Commissioners current Animal Resource Center practices need major changes

Robyn McGeorge, co-chair of the Montgomery County Animal Welfare Task Force and Executive Director of Robin’s Nest and Morris Hill, told commissioners the Animal Resource Center (ARC) needs operational changes beyond a 90-day partnership with Best Friends Animal Society.
McGeorge criticized a protocol requiring Animal Control Officers to seek permission before bringing in stray or neglected dogs, argued for increased exercise, enrichment, training, and expanded low-cost spay/neuter services, and urged that trained officers be sworn to conduct cruelty investigations and that abandonment, neglect, and cruelty cases be prosecuted. She said the coalition believes changes in ARC leadership and at the County Prosecutor’s Office are necessary to improve outcomes for animals and protect the public.
No Board action on ARC operations is recorded in the May 5 public minutes; the concerns were raised during the public comment period and Commissioners acknowledged receipt of remarks.
