Montgomery County and the Professionals Guild of Ohio (PGO) executed a three‑year collective bargaining agreement that will run from Jan. 1, 2026, through Dec. 31, 2028. Buddy Berry, director of human resources for the county, introduced PGO Executive Director Steve Kowalik, who "expressed appreciation for the collaborative bargaining process and stated that negotiations began in February and included a comprehensive, article‑by‑article review of the agreement."
Olivia Rickard, president of the PGO board, thanked county leadership and staff; Ruth Todd, assistant human resources director, said a final review of the agreement was completed on April 27, 2026 prior to execution. Commissioners Rice, McDonald and Dodge and County Administrator Michael Colbert attended the signing and posed for a group photograph following the ceremony.
