Commission directs staff to draft legacy-business ordinance and updates members on historic-survey grants

Staff told the commission the legacy business program (established in 2013) needs clearer written criteria for recognizing businesses that have contributed to Horry County's historic economic fabric. "HPC will need to direct staff to draft an ordinance to establish the criteria for a legacy business," staff said, noting current informal practices had excluded some applicants because of name changes or transfers of ownership.
Staff also updated commissioners that a consultant submitted a first draft historic-resources survey for Little River in July and that a consultant submitted a National Register nomination for Atlantic Beach; both are under review by the State Historic Preservation Office (SHPO). Staff said they will provide comments to consultants within 30 days and will keep the commission posted on SHPO responses.
Commissioners asked staff to prepare draft ordinance language that would preserve the intent of a 50-year contribution while accounting for bona fide changes in business ownership or name. No vote was taken; staff will return with draft ordinance language and further updates on the consultant reviews.
