Commission awards Certificate of Appropriateness for Monica Drive Industrial Complex after cemetery survey presentation

Vince Burgess, representing Burgess Group, presented the Monica Drive Industrial Complex's Certificate of Appropriateness application and described fieldwork the team performed to map a historic cemetery. "Pretty much, I feel, a pretty have a place marker in time of this particular cemetery," Burgess said, adding the team found 92 graves versus an initial count of about 89.
Commissioners and attendees questioned whether the GPR/GPS data and interpretation had been collected and analyzed by an independent third party and whether the county had received the full consultant report. Burgess said the team collected data and that interpretation was performed by GSSI (the GPR manufacturer) and a Ph.D. geophysicist; a commissioner asked that the full data and third-party documentation be provided to staff for review.
Staff told the commission they had not received the full report in time for their internal review; nevertheless, a motion was made and seconded to award the Certificate of Appropriateness for the Monica Drive Industrial Complex with the condition that the proposed fence follow the newly delineated perimeter. The motion passed by unanimous voice vote.
The commission’s approval does not preclude additional conditions or required permits. Staff and applicants were directed to exchange the full survey and supporting documentation so staff may complete its record and ensure the COA condition is implemented as approved.
