Council approves amendments to zoning-appeals authority and Highway 17 South overlay

Horry County approved an amendment removing the Zoning Board of Appeals' ability to grant exterior landscape buffer variances for major developments and approved changes to the Highway 17 South overlay that exclude multifamily uses and cap building height at 35 feet.
Charles Suggs presented two zoning changes to the council on Aug. 6 and the council approved both items.
The first amendment revises Sec. 11-04 of the zoning ordinance to remove the Zoning Board of Appeals' authority to hear or grant external landscape buffer variances for major developments (including certain single-family, multifamily and planned development districts). Suggs described it as a single, targeted change. The second item renames and revises the Highway 17 overlay to "Highway 17 South Overlay," incorporates part of the bypass, excludes multifamily as a permitted use in the corridor and sets a maximum structure height of 35 feet. Suggs said the overlay amendments are advertised and will include the planning commission public hearing and further advertising before final action at full council as an ordinance.
Council members moved and seconded the items and approved them at the meeting.
