Board members repeatedly pressed whether approving a variance for a spec building could lead to future parking shortages if a tenant used more treatment rooms than expected. One board member said the packet lacked sufficient detail to answer the evaluation criteria and called the request "strictly about money," arguing the board could not consider profitability in their legal balancing test. The motion to approve the variance failed in roll call.
