County contracts $275,000 inspections, approves mitigation watering and sidewalk surveying

During the March 13 session the Board of Commissioners approved an agreement with USI to perform inspections on 611 culverts and small structures in Allen County for $275,000. Highway Director Bill Hartman said inspectors will physically assess every structure in 2026 and those found in poor condition will be re-evaluated in 2028; all inspection data will be supplied to the highway department for future project planning.
The board also approved a Heartland Restoration Services Inc. agreement not to exceed $15,750 for additional watering events at the Pehkokia Woods Mitigation Site; Hartman said 450 trees planted as mitigation for the Bass Road Project require replacement at a 31:1 ratio and need follow-up care. Separately, the board authorized a Coldwater Sidewalk Project survey and plot for Irving Materials Inc. and Coldwater Road Properties LLC not to exceed $5,800, and accepted warranty deeds presented for four planned highway/sidewalk projects. All items were approved by unanimous vote 3-0.
