Raymond Allen, the property representative, told the board that previous structural engineers had found the building sound and that the project team had a life-safety plan including sprinklers and egress work. The board recorded a 4–2 vote in favor; staff reiterated that reimbursements require proof of passing inspections or final permits before reimbursement disbursement.
