Steuben Legislature approves grants, creates positions and finalizes program funding moves

At the March 23 session the Legislature accepted multiple grants (VOCA $288,412; CARES UP $40,000 annually; NY250 $15,000), authorized a $4,717.09 rollover of opioid-advertising funds, and created several new county positions across Community Services and Social Services.
The Legislature on March 23 approved several grant acceptances, program adjustments, and personnel actions.
Grants and appropriations: Resolution 071-26 accepted a New York State Office of Victim Services VOCA award totaling $288,412 (Oct. 1, 2025–Sept. 30, 2026) to support Bath and Hornell Child Advocacy Centers and a mobile unit; the 2026 budget was amended to add a $22,000 colposcope. Resolution 072-26 accepted New York State Office of Mental Hygiene CARES UP funding of $40,000 annually for two years to support the Sheriff’s Office wellness campaign; the Sheriff is authorized to contract with the Research Foundation for Mental Hygiene, Inc. to carry out project activities. Resolution 073-26 accepted $15,000 from the NY 250 Commemoration Commission for county commemorations. The County also authorized rolling $4,717.09 in unused 2025 opioid-advertising funds into the 2026 Public Health Advertising Fund (Resolution 067-26).
Personnel and staffing: The Legislature created one Senior Social Work Assistant position (Community Services, CSEA Grade L), two Help Desk Technical Assistant positions and two Caseworker positions (Department of Social Services), and one Computer Operations Supervisor (Social Services). Certified copies of position changes were to be forwarded to the relevant department heads and the Commissioner of Finance. All of the above actions were adopted by roll call.
