Cayuga County legislators on Jan. 29 set a public hearing for Feb. 24, 2026, on a proposed local law to establish a surcharge on tickets sold for admission to the Emerson Park Playhouse (the Merry-Go-Round Playhouse). The draft local law would require the Playhouse tenant, licensee or occupant to collect a surcharge on each ticket sold, remit quarterly reports and payments to the County Treasurer, and retain records for inspection.
The proposed law instructs the Legislature to set the surcharge amount by resolution for each calendar year (initial action required on or before Jan. 31, 2026 for 2026). The draft also permits the County to assess a 5% late charge on overdue remittances and allows the County to declare defaults that could lead to termination of leases or licenses. The hearing will be held at 6 p.m. at the Ward O’Hara Agricultural Museum and broadcast live via YouTube; the clerk was directed to publish legal notice.
Chair Jonathan Anna led the item; the motion to fix the hearing date passed, with one opposing vote (McNabb-Coleman). The public hearing will provide an opportunity for residents to comment before the Legislature considers a final local law.
