How the Downtown plan would direct about $78 million toward housing, mobility and placemaking

Consultants presenting the Downtown Redevelopment Plan update said they organized recommended spending around six core themes and produced a constrained 10-year projection to guide the CRA's capital choices. The consultants described the approach as a hybrid: strategic, programmatic guidance paired with project-level capital recommendations so the CRA and city can sequence investments.
Joel Mann and Jared Beck described focus areas (including a Hendry Gateway focus and areas near Dean Park) and explained why investments in underutilized properties are intended to maximize tax-base appreciation. On housing, presenters said affordable and workforce housing is primarily organized under mixed-use redevelopment and that allocation is about a third of the plan's recommendations: "The affordable and workforce housing is primarily organized under those mixed use redevelopment... and that's about 0.333 of the overall recommendation here," a presenter said.
Presenters also stressed flexibility: the plan leaves some forecast increment unprogrammed as reserves, recommends partnering with the city and FDOT, and anticipates pursuing grants to leverage CRA funds. Board members asked how the CRA would prioritize projects; presenters replied that the budget process for 2026 will set sequencing and priorities.
