CRA advisory board approves Downtown Redevelopment Plan update with 10-year TIF forecast

The Community Redevelopment Agency advisory board unanimously approved an update to the Downtown Redevelopment Plan that would expand the CRA boundary and guide investments in mobility, mixed-use housing, resiliency, home preservation and placemaking. A motion to adopt the plan was moved by Vice chair Holloway and seconded by Michael D. Doyle; the chair called the question and the advisory board voted in favor.
Consultants presenting the plan said the update responds to a multi-year analysis and public engagement process and ties programmatic goals to a fiscally constrained capital-playbook. Joel Mann, a consulting presenter, summarized the financial outlook: "the first 10 years of the forecast revenue for the increment that totals around $78,000,000." Melanie Long of the CRA introduced the project and noted staff and community workshops that informed the recommendations.
Presenters told the board the plan was prepared to be consistent with the city's land-development code and comprehensive plan and to comply with Florida statute as currently written; the planning board had affirmed consistency. Board members discussed how the CRA would partner with the city and FDOT and use the 2026 budget to prioritize the plan's recommended projects. The motion passed with the votes cast by members present and the chair declared the motion approved.
