The Clark County Board of Adjustment voted on two separate variance requests during its July 7, 2026 meeting; both motions to approve the variances failed. The first request by Kurt and Sarah Jouppe sought a 37-foot variance to place a home addition 63 feet from the 435th Avenue right-of-way line (96 feet from the road center). The board heard a staff report from Luke Muller and testimony from Mr. Jouppe before voting; the motion to approve the variance failed with Commissioners Sass, Hass, Spieker, Schlagel and Chairman Gjerde recorded as voting nay.
A second variance by Aaron Christianson sought a 26-foot variance to place a new home 74 feet from the 423rd Avenue right-of-way line in Lot 3 of the Plat of Colonel’s Landing. Christianson told the board he had purchased a building permit, had surveyed the property, and said he had about $90,000 invested in the property; opponents including Doug Paulson and a written comment from Jeff Kalo opposed the request. The motion to approve that variance also failed; the minutes record the vote as nay from Sass, Hass, Spieker, Schlagel and Gjerde.
Both denials were recorded during the Board of Adjustment portion of the meeting; the actions keep setbacks in place for the affected parcels and preserve the county's right-of-way setback standards as applied by the board.
