The Clark County Board of Adjustment unanimously rejected two variance requests for home construction at its July 7 meeting. The board, convened as the Board of Adjustment under Chairman Sara Gjerde with Luke Muller serving as staff, voted down a request from Kurt and Sarah Jouppe to allow a 37-foot variance enabling a home addition 63 feet from the 435th Avenue right-of-way.
Luke Muller summarized the Jouppe application as a request to use the North 785 feet of the East 453 feet of the Northeast Quarter of Section 11, Township 114N, Range 56W, and to permit a diagonal 40-by-40 addition closer to 435th Avenue. The motion to approve the variance failed, recorded as “Voting nay: Sass, Hass, Spieker, Schlagel and Gjerde.”
A second variance from Aaron Christianson seeking a 26-foot variance to place a new home 74 feet from the 423rd Avenue right-of-way was also denied. Christianson told the board he had purchased a building permit and had the property surveyed and said he has invested $90,000 in the property to date; supporters including Marty Mack and builder Levi DeRuyter advocated for approval. Opponents, including Doug Paulson and comments from Jeff Kalo, argued the request did not meet setback requirements. The motion to approve Christianson’s variance failed with the same unanimous negative vote.
The board closed the Board of Adjustment session and reconvened with the Planning Commission for subsequent agenda items. No appeals or follow-up directions were recorded in the minutes.
