Mariner presenter outlines small Bitcoin-ETF option, warns trustees about volatility

Mariner Institutional representative John presented the board with quarterly portfolio results and a staff briefing on newly available Bitcoin exchange-traded funds, saying the plan currently holds "over 1,000,000 in cash right now" that could be invested according to policy.
John walked trustees through a hypothetical example using an assumed $14,000,000 plan value: "So 0.5 a percent would have been $70,000," he said, and in that scenario the presenter estimated the allocation would have raised the plan's fiscal-year return by roughly 0.58 percentage points and improved the plan's public-plan ranking in his example. He cautioned, however, that volatility can quickly change allocations and portfolio positioning and stressed the need for documented criteria for selection, monitoring and rebalancing.
The presenter reviewed month-to-month ETF returns, noting large swings across quarters and that institutional adoption is uneven. He urged trustees to consider operational questions before approving any allocation: which vehicle to use, how much to permit, what due-diligence documentation would be required, and whether to specify automatic rebalancing thresholds.
Trustees pressed on downside scenarios and the potential contribution impact after a down quarter; John noted that losses in past years required additional city contributions and said he would continue to update the board. The board asked Mariner to follow up with more detail and to bring updated numbers to the next quarterly meeting.
