Commissioners impose moratorium on commercial energy and heavy industrial projects

The Cherokee County Board of Commissioners on Dec. 22 approved Resolution 27-2025, placing a moratorium on consideration of special requests that would use county roads, resources, or infrastructure for a list of heavy industrial and energy projects. Commissioner Jack Garner moved to adopt the moratorium and Commissioner Cory Moates seconded; the motion passed 2–1, with Chair Myra Carlisle Frazier voting against the measure.
Brett Warstler, chair of the county Planning and Zoning Commission, briefed the Board on recent commission meetings that preceded the resolution. The moratorium specifically lists commercial renewable energy projects, cryptocurrency mining operations, data centers, battery energy storage systems, new and unpermitted landfills and transfer stations, quarries, and nuclear energy plants as categories temporarily barred from special‑use consideration. Commissioners did not adopt accompanying implementing language during the meeting; the resolution pauses new applications while staff and the Planning and Zoning Commission study potential ordinance or policy changes.
Supporters said the pause gives the county time to review infrastructure impacts and road use before accepting new applications; opponents argued the moratorium could impede development. The meeting record shows the motion carried 2–1. The county did not set an expiration date for the moratorium in the discussion recorded on Dec. 22.
