Royal City Council holds brief Dec. 23 special session; approves payroll and signatory changes

The City Council of Royal City convened a special session on Dec. 23, 2025, at 12:11 p.m., called to order by Mayor Ryan Piercy. Councilmembers present were Hector Rodriguez, Michael Christensen and Rick Kannely; Finance Director Janice Flynn and Public Works Director Mauricio Romero were listed as staff.
The meeting addressed two administrative items: Finance Director Janice Flynn presented recent CPI data and the Council approved a three percent salary increase for city employees (including the Police Department), effective Jan. 1, 2026. The Council also voted to remove Councilmember Michael Christensen from the Citys US Bank checking-account signatory list and add Mayor Pro Tem Perla Garcia. With no further business, the Council adjourned at 12:18 p.m. after a motion by Councilmember Michael Christensen.
