Edgewater council tables nationwide city manager search, sets special meeting to consider moratorium

The Edgewater City Council voted unanimously on Sept. 16 to table a motion to begin a nationwide search for a new city manager and set a special meeting for Friday, Sept. 20 at 6 p.m. to focus on flooding, infrastructure and the legality of a building moratorium.
Mayor DePauw told the room the next steps: "On Friday the 20th at 6PM, we will call a special meeting to discuss a moratorium." Council members debated whether to hire an assistant city manager instead of immediately replacing the top executive; several said the current crisis over recent flooding made immediate personnel changes unwise. A roll-call motion to table the nationwide search passed by the recorded vote, after which the council adjourned.
At the Sept. 16 session residents pressed the council for near-term action on drainage and development controls. Several council members and speakers said they wanted more concrete plans from staff by the Sept. 20 special meeting before deciding on a costly national recruitment or termination action. The council instructed staff to prepare materials on infrastructure status, maintenance records and legal options for a temporary moratorium.
The meeting also included unrelated but consequential procedural action: a council motion to recall three ordinances for revote was made earlier in the evening and carried; that action will be revisited at the Oct. 7 meeting.
