City of Monroe statutory assessor Brandon Roush described the office's approach to commercial and residential valuation during Board of Review testimony, citing dollar-per-square-foot metrics, a focus on 2023 sales for the 2024 assessment period, and income/expense reporting where available.
Roush said the municipality's commercial average increase for the assessment cycle was 11.4% while residential increases averaged about 2.29%. "Commercial average increase for all commercial properties for the City Of Monroe saw an 11.4% increase," he said, and he explained that outlier large-warehouse sales were excluded from broad trends. Roush also emphasized the legal presumption that the assessor's valuation is correct and that property owners bear the burden of producing sufficient contrary evidence.
