Board upholds assessor's valuation for 2215 13th Avenue

The City of Monroe Board of Review voted to uphold the assessor's valuation of $398,100 for the home at 2215 13th Avenue after hearing testimony from the property's representative and the city assessor.
Amanda Fields, representing Eric R. Johnson, presented a comparative market analysis by real estate agent Jeff Malachesky that assigned a market value of $338,000. "That is what they have determined the value to be, which is about $60,000 less than what the assessment has been determined for the 2024 tax bill," Fields said, and she argued some comparables used by the assessor were in different neighborhoods and not fully comparable.
Assessor Brandon Roush countered that his office used three adjusted 2023 comparables and reported an average adjusted sales price of $366,300; his methodology produced a value within the Department of Revenue's 10% range and he said he would stand by the assessment of $398,100. "I will stand by the assessment of 398,100 as the assessment," Roush said.
A motion to keep the assessment as presented was made and seconded, and the board approved the motion by roll call (Mayor Douglas, Alder Toman/Tollman, Alderman Miller, Clerk Wahl recorded ayes). The assessment for 2215 13th Avenue therefore remained unchanged.
