The Toquerville City Council approved Ordinance 2026.XX adopting the city's compensation schedule for fiscal year 2026–27 after a 3‑1 roll call vote. City Manager Ben Billingsley presented the proposal, which included a cost‑of‑living adjustment (COLA) and merit increases required by state statute to be adopted annually.
Billingsley said the schedule reflects the city's annual requirement that "municipal officers have a compensation schedule adopted annually" and described merit increases as moving an employee within a pay range rather than increasing the pay range itself. Council members asked clarifying questions about when and how merit increases are applied; Mayor Pro Temp Joey Campbell and Councilwoman Jenny Chamberlain supported the ordinance, while Councilman Wayne Olsen voiced concern about the merit approach and voted against it.
The ordinance passed with roll call recorded as Wayne Olsen – nay; Jenny Chamberlain – aye; Joey Campbell – aye; Todd Sands – aye. The council directed staff to implement the adopted schedule for the coming fiscal year.
Looking ahead, staff said details about individual personnel adjustments and implementation procedures would be handled administratively and reported to the council as required.
