City Attorney (speaker 24) summarized the contract during the staff report: the appointment is at-will, Mr. Thurman will return to his prior role as deputy director of environmental services when a permanent manager is hired, and the agreement sets an annual salary of $165,000 and provides the use of a city-owned vehicle. "An annual salary of $165,000 was arrived at" after an HR survey, the attorney said.
Residents offered both praise and questions during public comment. Chuck Martin told the council he had watched Thurman work debris-clearing in the field and called him "a knight in shining armor," while another resident asked why the former city manager received severance pay. Council moved and approved the employment agreement by roll call; the transcript records unanimous yes votes by the present council members.
