The Troup County Board of Commissioners voted to reject the county's lone hard bid for a same-size replacement clubhouse and directed staff to rebid a smaller new-build option.
County staff member Jay presented three options for the clubhouse that has reported moisture, roof and crawl-space problems: renovate the existing roughly 2,100-square-foot building for about $130,000; design and bid a smaller new building of roughly 1,300–1,500 square feet estimated at around $200,000–$205,000; or accept hard bids for a same-size replacement. "The low bid on that was BC Stone Homes at 200 or $279,784.48," Jay said during the presentation.
Board members debated the trade-offs between renovation and new construction. Jay warned the smaller new building estimate lacked firm bids but could be put out to bid quickly: the drawings and a short spec sheet could go to bid this week, he said, and a 30-day bid period would return bids by the end of June with a report back in July.
A commissioner moved that the board reject the existing bid(s) and authorize a rebid on the smaller option 2 with a 30‑day advertisement period; another commissioner seconded the motion. The county attorney explained the correct procedural step to reject and rebid before awarding a new contract. The motion carried by voice vote.
Next steps: staff will finalize the updated floor plan and specifications and issue the rebid. Bids are expected to be returned at the end of June and the board will revisit the item in July.
