The Windsor Planning Commission met April 23, 2026, and resumed detailed review of proposed zoning bylaw amendments covering Articles 3–7: Specific Use Standards; General Regulations; Development Review; Administration and Enforcement; and Definitions. The Commission worked with Jason Rasmussen (MARC) and proposed only minimal changes to those articles during the session.
The members also reopened Article 2 (Multi‑Family Dwellings) to discuss whether site‑plan review should apply to buildings with 3–4 units or begin at 5 or more units. Commissioners flagged that threshold as a policy choice with practical implications for small multifamily development and site‑plan workload. The discussion did not produce a final change; commissioners requested clearer, trackable drafts for future meetings to allow public review before adoption.
Commission Chair Clif McNaughton and consultant Jason Rasmussen led the review. The Commission scheduled further consideration at upcoming meetings and asked staff to provide a clean version of proposed changes alongside the redline so residents can compare current regulations with the proposed text.
