Winn Parish Police Jury adopts amended 2025 budget and approves proposed 2026 spending plan

President Frank McLaren called the Winn Parish Police Jury to order Dec. 15 and the panel adopted the amended 2025 budget and the proposed 2026 budget during a single regular session.

Mrs. Deionne Carpenter moved to adopt the 2025 Amended Budget; the motion carried by recorded procedural vote (5 yeas, 0 nays, 1 absent, 1 abstained). The Clerk’s summary entered into the record shows General Fund total revenues of $3,427,734 for 2025 and a reported balance at 12/31/25 of $3,307,100 after adjustments. The Road Fund recorded revenues of $3,566,672 for 2025 with a reported operating shortfall of $211,110; the Library Fund and other special funds' balances were also presented.

The Jury then adopted the 2026 Proposed Budget. Motion records show the 2026 General Fund estimated revenues at $3,449,874; the proposed Road Fund revenues were listed at roughly $3.8 million and the Sales Tax Fund estimated revenues at $3,333,000. The proposed 2026 Opioid Abatement Fund projected revenues of $120,000 and proposed expenses of $95,000, leaving an estimated balance of $25,000 at year-end.

The budgets were recorded in the minutes with line-item breakdowns for major functions (legislative, judicial, sheriff, road maintenance, library, economic development) and the Jury’s bill-approval committee attested to the invoices supporting the period’s expenditures.
