Commissioners urge caution: penny depends on economy, may not 'eliminate' property taxes
Summary
Several commissioners cautioned that the penny's capacity to eliminate homestead property taxes depends on sales volumes and the economy; counsel and staff said that certainty cannot be promised and any surplus application has limits tied to acreage and accessory structures.

Multiple commissioners urged caution about promising that a 1% homestead-option sales tax would eliminate homeowners' property taxes. One commissioner said the measure "scares me" if the board told people it would fully remove homestead tax liability because the outcome depends on sales volumes.
"This is all contingent upon the amount of money that comes in for that penny sales tax, so I would never want us to say that what we're doing completely takes off your homestead property taxes," Commissioner 6 said, adding she did not want residents to believe "I will never have to pay property taxes again."
Other commissioners and staff echoed the warning: collections depend on the economy, revenue flows will be applied first to homestead offsets and only after that be distributed more broadly, and accessory buildings and acreage beyond the defined homestead remain taxable. The board discussed transparency and public education steps as part of next-phase work.
