Staff report: Heritage & Arts Commission operating fund and public art fund balances

Staff told the commission that the town allocated $15,000 in discretionary general-fund support for the commission for FY2026–27, $14,881.43 remained unspent as of July 22, the public art fund balance is $41,817.87 and the heritage project fund balance is $11,890.23.
At the start of the meeting staff read the commission's fiscal report, detailing three accounts that fund Heritage & Arts activities. "The town council allocated $15,000 in general fund for discretionary use by the Heritage Arts Commission for fiscal year 2026 to 2027," staff said, and noted that as of July 22 the commission has $14,881.43 unspent in that general fund.
Staff also reported the public art fund balance is $41,817.87, derived from the initial town council grant of $50,000 plus donations and accrued interest; expenditures from that fund require a town council budget amendment. The heritage and arts project fund — which holds exhibition sale fees and designated donations — had a balance of $11,890.23 as of July 22.
Commissioners asked whether the $15,000 public-art payment had been made for a recent exhibition; staff confirmed the artist's total fee was $20,000 with $15,000 paid upon installation and $5,000 to be paid when the exhibition comes down in December.
