Solid Waste District reports tornado recovery advances, seeks reserve rebuild; bag revenues and commodities up

Todd Bumgardner, director of the Logan County Solid Waste District, updated the board on Oct. 31 about operations and tornado recovery. He reported a multi-year decline in local residential recycling trends but said commodity revenues in 2024 are above 2023 levels and bag revenue matched projections. To respond to damage at Lakeview Park from a tornado, the district advanced $1,000,000 from its district fund and an additional $500,000 from the county general fund for emergency response and reconstruction.
Bumgardner said Ohio EMA has made reimbursements and that as of Oct. 31 there were paid invoices and outstanding obligations related to the response (minutes reference $1,168,776 paid out and $876,582 reimbursed to date, with remaining paid/invoiced/contracted work totaling roughly $220,000–$250,000). The 2025 Solid Waste budget proposal includes salary increases for district staff and line items to add transportation to the Sheriff's Office agreement; the director said the district aims to rebuild a one-year reserve and can adjust facility and field expenses if revenue weakens.
