Board debates moving routine travel approvals to consent agenda; Chair opposes

The Board discussed a proposal from the Policy Committee to allow routine travel requests to be placed on the consent agenda. Supervisor Ritch Kurtenbach summarized the committee's work; Human Resources Director Amanda Fesemeyer reviewed the current policy for approval of budgeted overnight travel by Board members and department heads.
Chair Linda Laylin opposed adding Board member travel requests to the consent agenda, saying such items should remain separate to allow for discussion, accountability and transparency. Supervisors Tavis Hall, Chris Schwartz and Justin Brandt indicated they concurred with placing routine travel on consent. Steve Simon, a Waterloo City Council member in attendance, noted the City of Waterloo requires follow-up reports after travel. The board discussed potential follow-up reporting and oversight but took no action at the July 28 meeting.
