Finance Director James Elrod presented the county’s FY26 first‑quarter (0.25) financial report, noting most departments are under the 25% quarterly benchmark and that the county’s largest revenue source — property taxes — had not fully materialized yet. Elrod said the solid‑waste fund and a few other funds showed higher activity due to timing and specific repair expenses; he flagged insurance reimbursement and early IT upgrades as causes for overage in selected lines.
Elrod noted that emergency services (sheriff, jail, fire, EMS and rescue) represent roughly 43% of general‑fund expenditures so far this quarter, and that the capital projects fund showed limited spending to date because most capital invoices come later in the fiscal year. Summing up, Elrod said, "Overall, the 1st 3 months of f y 26, the accounting finances are looking looking good and really nothing major to report as of now." Commissioners asked clarifying questions; staff pointed to timing of state payments and invoicing as reasons some funds appear below or above the nominal quarterly benchmark.
