State suspends Port de Luce project; Winn Parish continues feasibility work

Secretary/Treasurer Karen Tyler informed the Police Jury that the State has suspended the Port de Luce project after feasibility challenges and budgetary constraints made no clear path forward. Tyler said the project suspension leaves the parish without a defined next step from the State but noted ongoing work on the feasibility study.
Tyler reported engineer Scott Roe's team is finishing the total installed cost (TIC) estimate and will meet with a financial company to build the financial model; she expects to present the findings to the Industrial Board around the second week of February. Tyler also said a 3-D model of the site, building and equipment is complete and that coordination with WATCO (CP/KC) on rail availability and shipping logistics is underway.
No contract award or funding path was announced; the minutes record the suspension by the State and continued preparatory work by parish staff and consultants.
