Committee discusses annexation, city-county coordination and traffic study partnerships

Nancy Mahoney-Martian described ongoing collaboration with the City of Rigby and neighboring counties on traffic improvements around County Line Road and Highway 20, saying the Idaho Transportation Department and local governments have worked with developers on a traffic study and long-term upgrades that will take years to implement.
The committee also noted that cities can annex without county approval. When asked, Mahoney-Martian replied simply, "Yes. The City doesn't need county approval to annex." Jeff Francom recounted a local annexation hearing where approval was rapid: "I attended an annexation meeting where a gentleman wanted to be annexed in and the city felt like it would increase their revenue and it took them all of 5 minutes to approve it." Members said better intergovernmental coordination — and earlier traffic studies — would help align decisions on where to allow development.
No formal intergovernmental agreement was approved; staff said they would review prior traffic studies and circulate ideas on cooperative procedures with the City of Rigby.
